When driving my 1999 windstar all the guages will start swinging back and forth uncontrolably for a while, then they will freeze in one place for a while then start working again.
My 99 windstar did the gauge jumping also and all i did was clean battery terminals and tighten, seemed to have fixed the issue.

is there any way eliminate the anti-theft system on my 1999 windstar cause mine is malfunctioning and not allowing it to run (start).
How many parts and connectors make up the system, anyways?
Anti-Theft —Passive
The passive anti-theft system (PATS) contains the following components:
The PATS uses radio frequency identification technology to deter a driveaway theft. Passive means that it does not require any activity from the user. This system is known as SecuriLock® in North America, Safeguard® in the U.K. and PATS in continental Europe. This information can be found in customer literature such as the Owners Guide.
The PATS uses a specially encoded ignition key. Each encoded ignition key contains a permanently installed electronic device called a transponder. Each transponder contains a unique electronic identification code, with over 72 million billion combinations.
Each encoded ignition key must be programmed into the vehicle's instrument cluster before it can be used to start the engine. There are special diagnostic procedures outlined in the manual that must be performed if the encoded ignition keys need to be replaced.
The encoded key is larger than a traditional ignition key. The key does not require batteries and should last the life of the vehicle.
The transceiver module communicates with the encoded ignition key. This module is located behind the steering column shroud and contains an antenna connected to a small electronics module. During each vehicle start sequence, the transceiver module reads the encoded ignition key identification code and sends the data to the instrument cluster.
The control functions are contained in the instrument cluster. This module performs all of the PATS functions such as receiving the identification code from the encoded ignition key and controlling the engine enable. The instrument cluster initiates the key interrogation sequence when the vehicle ignition switch is turned to RUN or START.
The PATS uses the PCM to enable or disable the engine. The instrument cluster communicates with the PCM over the SCP communication network in order to enable engine operation. The instrument cluster and the PCM use sophisticated messages in order to prevent a theft. The instrument cluster and the PCM share security data when first installed together that makes them a matched pair. After this security data sharing, these modules will not function in other vehicles. The shared PCM ID is remembered even if the battery is disconnected. The instrument cluster also stores the vehicle's key identification code even if the battery is disconnected. There are special diagnostic procedures outlined in this workshop manual that may be performed if either the instrument cluster or the PCM needs replacement.
All elements of PATS must be functional before the engine is allowed to start. If any of the components are not working properly, the vehicle will not start.
PATS uses a visual theft indicator. This indicator will prove out for three seconds when the ignition switch is turned to RUN or START under normal operation. If there is a PATS problem, this indicator will either flash rapidly or glow steadily (for more than three seconds) when the ignition switch is turned to RUN or START. PATS also "blips" the theft indicator every two seconds at ignition OFF to act as a visual theft deterrent.
PATS differs from perimeter anti-theft systems in that PATS enables and disables the engine from starting. If equipped, the perimeter anti-theft system protects the perimeter of the vehicle (doors, hood and trunk) and sounds an alarm.
PATS also disables the starter motor in addition to the PCM disabling the engine. When PATS disables the vehicle, it will neither crank nor start. If the instrument cluster is removed from the vehicle, the engine will not crank.
The starter relay is used as an additional means of disabling the vehicle engine. The starter relay is disabled when the PATS cannot read a valid encoded ignition key at ignition ON. The PATS will not store a diagnostic trouble code (DTC) or flash the theft indicator if a valid encoded ignition key is read but a fault occurs in the starter relay circuit.
The PATS is not compatible with after market remote start system, which allow the vehicle to be started from outside the vehicle. These systems may reduce the vehicle security level, and also may cause no-start issues. Remote start systems must be removed before investigation of PATS-related no start issues.

I have a 1999 Ford Windstar LX. The driver's side rear lamp, middle of the three lights (on when headlights are on) is out. I have swapped bulbs, and the bulbs work on the other side. I've swapped sockets, to the same effect. I've gone after this with a multimeter. I get 12 V at the socket. I have read on the internet that the Windstars have Rear Electronic Modules. I've also read that the 99 LX model does not. That confuses me. If it does not have an REM, how does the bulb ever go off? I can test 12v at this socket whether the car is on or off. I deduce from this that the mechanism for toggling the light is based on manipulating the ground, which is what an REM apparently does. I am further confused, because the fuses that feed this are obviously working. As near as I can figure, if there is an REM, then the fuses are feeding the rem, which then feeds the individual components. Or so I deduce. I'm not sure how the relays work, or how they could be involved in this. Where is this REM? Is it supposed to be on '99 LX? How does this tie in to TSB 985155, "Some vehicles may exhibit various electrical concerns caused by the tire jack pinching wires to the rear electronic module (rem)." Any thoughts? Thanks! Ben
How would i be able to get a manual for my 1999 ford windstar van?

I have diagnosed my 2003 Ford Windstar's bazaar behavior (dome lights, fuel gauge, door locks, break and turn signal lights all not working regularly - off and on behavior) to the REM. However before I spend a ton of money getting this replaced, can I reset the module to default and see if it fixes the issue?
Also, How do I find out what each module does, i.e. What does the Front Elec Module do vs. the Rear Elec Module?
if you have idea about electronics , all fault in ford product are not complex , the ford product was design for new generation technology , i have two answer for this question that may solve the problem , 1. you will need to check interior fuse box if there power relay switch active and trace burnt fuse , and use the manual to track each fuse that link to FEM and REM , there after if there is any burnt fuse or cable trace the cable to the supply device or instrument cluster to identify the cause of burning and then disconnect such device such as rear wiper ,and trace the REM to the panel , and check if there's any burning on the REM board , and unsolder the first relay and correct the burnt printed board line with cable not more than 1-5 kilo-ohms , then replace it make sure the car is disconnected from battery before any technical bench work . thanks
2. use VCM device to scan the system with software from ford .and the error will be detected ....... use my idea if you're technically oriented . thanks

I know the speed sensor will cause the gauges to stop working in a windstar maybe the speed sensor is going out ....

need 1999 ford windstar fuse diagram
Down load the owners manual at www.fleet.ford.com/maintenance/owners_manuals/default.asp. The fuse diagrams begin on page 170.

bought used 1999 Ford Windstar SE with no owner's manual have electronic problems i.e. sliding door not opening certain times, interior lights working then not. Just need fusebox diagram for 1999 Ford Windstar SE so can see which corresponds where.
Hope this helps.. :-)

a pipe leading to the engine coolant system, near the air hose, has a small crack in it causing the engine coolant to leak and the car to smoke. What is that pipe called, how much does it cost and where can I find one? I am in Germany right now so if their is a place in Europe great, if not I can order it from the states.
Sounds like the bypass tube
see below graphics ,,,sounds like you will have to order from states..

where is the fuse for the license plate lamp located
I'll tell you where the fuse is but I want to mention that if it is just the license plate lamps that are out you may have other problems. The fuse you are looking for also controls the power to the left & right back up lamps, the right park & stop lamps and I think the left turn signal but don't quote me on that. So as you can see this fuse covers more then just the lamps for the license plate. Anyhow the fuse you are looking for is in the fuse box located to the left of the steering wheel by the brake pedel. It is in the number 7 position (see picture below) and is a 15 amp blue fuse. I hope this helped and good luck.
