Ford windstar fuel pump relay
Reset the inertial switch (collision safety switch), located inside a compartment accessible from the inside of the vehicle, near the driver side rear lights. There should be an extruded red button which you press in to reset.

Will 16 inch tires fit on a 97 ford windstar
If the stud pattern and off set is the same they will fit on. The problem is that regulation requires the ride height to be maintained which means that you will have to fit a lower profile tyre . For example if you use 15 " 205/95-r15 tyres then you may have to go to 205/65 r16 tyres . Talk with a tyre shop and discuss the legal requirements as far as insurance goes with a wheel size change

Our 97 ford wind star would jump after coming to a complete stop...i found a hose that sit on the manafold was off.....(look On top Or in Back) problem solved

Dead miss in cylinder 2
I would want to know if you have normal compression on all 6 cylinders, and if the other 5 are firing correctly.
Usually when you pull a wire and the engine smooths out, you have another cylinder miss going on at the same time.
How many trouble codes do you have in the computer ?

Cranks but will not start
Check to see if the Inertia switch is tripped. This switch has a Reset button and cuts the power to the fuel pump.
It can be located behind the front kick panels or behind a plastic cover in the rear Cargo area. Do a Web search for your Year and Model and title it, 1997 Windstar Inertia switch location. This switch is the most moved part of any safety switch on a vehicle.
If this part is okay, you should check for spark. You have Relays for both Spark and fuel.
If you still can not get results, you may have a trouble Code set in the system. A scanner would be needed to read this and because the van does not run, you would not notice a steady light on in the dash.
The Inertia switch I mentioned is a high probability solution for your problem. There are more expensive parts, like modules, but check the cheap stuff first.

That vehicle has one of the worst transaxles
made,not worth fixing a 16 year old vehicle & it
appears head gaskets are an issue also on them
