Cuts out
Sounds to me like you have to change your fuel filter. Every single item in your symptom list point directly to a clogged fuel filter. Some fuel is getting through but when you try to accelerate the motor gets starved for fuel and when you let off it will recover.
I've had this exact same problem before on a couple of occasions
and the problem turned out to be the fuel filter.

Meter fuse 95 probe
you no doubt have a direct short in your wiring, or a bare hot wire is touching or rubbing a ground. check all wires that go to your meter. you don't say which meter it is. amp,water,oil,or battery.
Loss of power with hesitation
Is your check engine light on? If so have someone run a diagnostic scan to try and pinpoint the culprit. This could be caused by any number of ignition/emission/ or fuel system problems such as filters, sensors,plugs,etc. If I had to guess than I'd check the EGR valve system and possibly the O2 sensors. A "clogged" catalytic converter would suggest this. Did you notice a rotten egg like smell from the car. Converters usually rust away these days...

The shaking can be caused by a bad motor mount, but could also be caused from the engine when it is idle'ing low and about to stall. The motor mount would also shake the car under braking, so if is doesn't shake whiIe your braking it's probably not motor mount, Is your check engine light? The idle air is another possibilty among other things. I can assist further but I need to know which engine you have the 4 cyl 2.0L or 6.0 cyl 2.5L?

if its like any other car ive ever changed a belt on you remove any
annoying shrouds that are in the way you release the tensioner using a
wrench or your hands then you remove the old belt and then check the
belt diagram (usually located on the fan shroud) to find out the
correct routing then you slip the new belt on.

I'd use a gage and check proper fuel pressure. How long since a tune-up? Any applicable trouble codes? In my area some of the national brand autostores will check po codes for free, if there are any? Right now, it sounds like it's getting too much fuel for some reason. Just my opinion.
