In my 1991 f150 5.0 motor if I replace the sending
The next step would be to try another mechanical guage to confirm the pressure. If it is still low, then it is time to consider upgrading your oil. I imagine you are using either 10W-30 or 5W-30 so now is the time to move up 10W-40 or 15W-40, maybe even 20W-50. This will help bring your oil pressure back up and provide lubrication to the engine. Bear in mind tho, your engine is telling you that it is wearing out and you should give some thought to what happens next.

Oil screen is in the crank case oil pan near the drain plug. You have to remove the crank case oil pan to reach it. Soak it in cleaning fluid from a commercial cleaning tub over night. That should take all deposits out of it.
Fuel leaks from rear tank to front.
The leaking from one tank to another was covered by a recall from Ford. Not sure if they still foot the bill for installation of the required check valves. These are still available from the dealership. The rear one is the hardest to install. The check valve can be installed without pulling the rear tank. As for your front sender I would clean all of the connections to the sender and make sure it has a decent ground. If it still only reads at the 1/4 tank level you will have to replace the sender to rectify the problem.
Fuel pump

Where is my eec computer located on my 1991 f150
It is in the front seating area, driver side, behind dash, upper corner, mounted on dash with support brackets. I don't think the computer would fix your problem. Does the fuel pump quit running when you remove the relay? It sounds more like a wiring problem, like a wire that should be getting ignition battery, (going to the fuel pump), is getting constant battery. I would check the wiring for the fuel pump relay.
