0034 code is a turbo charger bypass valve control circuit low it sounds like you have a computer problem did this happen all at once could it have been hit by lighting or may your ground leads are bad

2004 crown vic; cannot turn off heat

Probably the "blend door actuator" inside the dash..It opens/closes a flap to allow air flow across the heater core or the a/c evaporator.Its basically an electric servo and position is controlled by the knob.

Whereis the headlight modole located for a 2004 crown victoria

Under the dash by your right knee, you will see the black plug dealers use to plug in a scan tool. Just behind the plug is a black box, about 4inches wide by 6 inches long. It sits on top of a steel bracket. There are three 8mm screws holding it on to the steel bracket. Once you take those off, there is a plastic clip towards the back. Release the clip and pull the box out and down. There will be three wire harness plugs. How to replace lamp module

The new module must be programmed withg a special tool loaded with factory software so you can't do this at home.

Wont start/no lights /wont go into gear

Check in the big fuse box under the bonnet for a corroded wire ,sorry iam a europen mechanic and never seen one but this is where i would look first in this box and check for a power supply and any link bar connections if fitted
