Although I don't think the cruise is an issue for safety, reach in under hood , or in grille area and find your horn(s) and just pull the connector off them temporarily, so they won't blow & put fuse back in and see if cruise starts to work again. It's not unusual for circuits to be labeled wrong or not at all in fuse panels. Then you can turn your attention to horn problem.

sounds like your PCM might be bad if it is not supplying correct voltage to fuel injector.

Also, the fuel injector itself may be bad or bad ground.

Does it have throttle body injection on that crown vic?

They have a spring inside the housing which when the coolant warms the spring releases slowly until the choke comes off, but if that spring has weakened over time it will not be as efficient as it used to be, so if you can get a replacement maybe that would help

the fact that the car crank's fast could be from low compreshion, or lake of fuel! does the gas pump tern on when u turn the key to on but not enought to start the car? get somwhone to lie on the ground near the tank and cycle the ignition a few time's

Single exhaust, bolts on at the Y pipe and from there back the system is held in place on rubber hangers.
Simple install once you get the bolts removed at the Y pipe.
Dual exhaust is the same but X 2.
If you're not going to replace the Y pipe then you'll have to cut the pipe to the proper length and clamp or weld the muffler on.

It kind of sounds like the Anti-Slosh Module. The fuel gauge is connected to the fuel gauge sender through the Anti-Slosh Module. The sender is a variable resistor connected to the float in the fuel tank which determines the amount of fuel in the tank Anti-Slosh Module. The Anti-Slosh Module provides a delay circuit to the fuel gauge which prevents the fuel gauge from fluctuating due to excessive movement of gas in the fuel tank. The Anti-Slosh Module is part of the instrument cluster and to replace it, you will need to replace the instrument cluster. I had to do one when I worked at Ford on one of their cars.

The hardest part about replacing the fuel pump is wrestling down your fuel tank.The pump is inside of the tank and requires tank removal.As long as you own a couple of jackstands and a floor jack, you will have a fairly easy time replacing the pump itself.This should take the weekend warrior about four to five hours labor time.I hope I could help!!! Hi! Please try this. Open the hood, you'll see the relay on the fender of the driver's side next to the windshield washer reservoir. Pull out the relay and check if its blown. If it is, replace it to get it back to normal working. HOpe this helps and have a good one!

There is a 302 fuel injected motor, also a 351 Windsor 2 bbl carb motor.

If it doesn't turn over it may be your starter going. or a weak battery. start with that first, insufficient fuel pressure won't prevent you car from cranking, but weak battery or bad starter will. If you can jump it and it starts its probably the battery if it doesn't crank then its probably the starter. Good luck
