Weak heat in winter for years now!
well lets just start at the beginning the thermostat failsafe thermostats are great no doubt and not to cheap but what you need is a new 195 degree thermostat if your car was built in the south it may have had a 190 from the factory 195 is universal for north to south buy a good one not a cheap one or you will pay later the failsafe can also get cocked around a little letting the radiator overcool let me know if this helps
Location of the pvc valve
Look for a elbow shaped tube on the top of the valve cover.
It looks like only a connector but inside of the elbow is the valve.
The elbow shaped PVC valve tends to clog faster than ones that are designed to be straight.
Low coolant
The best way to check this is with a radiator pressure tester this will allow you to pressurize the system and find out where the leak is.
Over heating
you might want to check the thermostat, replace if needed.
check water pump, and hoses.
Wont start no fire from
Change the coil pack. Or have your ignition module tested. If all is good then maybe distributor.
Thermostat
5.0L and 5.8L Engines

Drain the cooling system to a level below the thermostat.

Disconnect the upper radiator hose and the bypass hose from the thermostat housing.

To gain access to the thermostat housing, either mark the location
of the distributor, loosen the hold-down clamp and rotate the
distributor, or remove the distributor cap and rotor.

Remove the thermostat housing retaining bolts and the housing and gasket.
-
Remove the thermostat from the housing.

To install:

Clean the gasket mating surfaces.

Position a new gasket on the intake manifold.

Install the thermostat in the housing, rotating slightly to lock
the thermostat in place on the flats cast into the housing. Install the
housing on the manifold and tighten the bolts to 12-18 ft. lbs. (16-24
Nm).
If the thermostat has a bleeder valve, the thermostat should be
positioned with the bleeder valve at the 12 o'clock position as viewed
from the front of the engine.

Install the distributor cap and rotor, or reposition the
distributor for correct ignition timing, as necessary. Tighten the
hold-down bolt to 18-26 ft. lbs. (24-35 Nm).

Connect the bypass hose and the upper radiator hose to the thermostat housing.

Fill the cooling system

Check for leaks.

It does not turn over and the selenoid does not
try tapping the selenoid lightly with a hammer see if it clicks if so bad selonoid and if doesnt make sure to check make sure it is getting power use a voltmeter or test light also try using a jump wire from battery make sure its not a power problem
Would like to change oil
Before you do, why do you want to change the pan? OK then, consider the sump, is it front or rear? Do you have room to drop the pan 6 inches and get it out? The oil sump is at the bottom of the pan. If not, you have to pull the motor mount bolts out and jack up the engine. Then pull it out. When you put in the new pan, use no adhesive on the gasket, none. Bolt that baby up, drop the engine, tighten everything up, fill her up with oil, you should be all set.

If this is a 5.0L engine the Oil leak is probably this intake gaskets,I would reccomd you replace the PCV filter and gromet at the same time the gaskets are replace and it would be a good idea to replace the PCV valve also.It would be a smart idea to have a professional to replace the Intake Gaskets!!!!!!!
Faulty central crash sensor in a 1990 crown vic.
Next time go to Autozone or Oreillys for a free scan. There may be plenty of Obama turnins with perfectly good parts. Even with a wreck, a rear end collision should not affect the front sensors.
I think you should be able to measure the resistance of the sensors with a multimeter. You would also gain by working on another car you don't care about to learn how the parts come off. Then you don't have to tear up your own car. You will know what to take apart.
Headlight problem
I guess that means replacing the bulbs didn't work? The only other thing might be the dimmer switch. Its located on the bottom of the steering column, about halfway down fron the steering wheel.
Headlights wont dim
Replace both low beam headlights. It's common to have one headlight burned out and you may not realize it for months. Then the other one goes out and "puff" you have NO low beams.
