2003 vw o2 sensor heater has ben replaced but still have engine light on
The O2 sensor heater is an integral part of the sensor - so you must have had the complete O2 sensor replaced. I am wondering if this was the result of a code read or a code read and some further investigation?
There is a variety of fault codes indicating a possible fault with the O2 heater circuit but such descriptions as heater circuit high, low, open or shorted can equally apply to the wiring, connections or even the computer.
I wonder have you erased the fault code and road tested?
What could be a problem for a 2015 VW 1.4TDI lossing power.
I had a similar problem with a much older VW. I found that if I would loosen the fuel filler cap slightly, I would hear a hissing sound of air and power would return until I had driven some distance. This was caused by the fuel tank ventilation system not allowing air to enter the tank as fuel was consumed. This can cause enough of a vacuum in the tank to prevent fuel from reaching the engine. Stop the car (with the engine running) and slowly remove the fuel cap. If you hear an air rushing sound, that is the problem.
