Loses power only drives 15 mph

Is your vehicle equipped with a tachometer? If so are you losing rpms? Just a shot in the dark here are the fuel injectors clean? Fuel line clean? Clean air filter? Can you rev the engine in nuetral?

Van does not statr when it is clod ,it takes long time

This is usually a problem with the "cold start" sequence which is triggered by a temperature sensor. Most vehicles use 2 senders where 1 moves the dash gauge and the other sends the cold signal to the PCM. The PCM makes the fuel rich and changes the timing to make the engine run rich.This is the modern day version of a choke. if that is easier to understand. Find out which sender works the dash gauge and change the other if there are 2 senders.
