Sounds to me that you may have a vacuum leak or leaks.

More than not its the ign module in the distributer.. this is the way they fail.. 2. the fuel pump on these cars are a problem too.The fuel pump is in the fuel tank. go to the rear of the car in a quiet area have someone just turn the key to on, not trying to start the engine. if the fuel pump runs it will run for about 1.5 seconds and you should be able to hear it .. it will be a buzzing noise. the relay just turns the pump on for a short time to charge the system then when the engine starts the relay via the computer turns the fuel pump on to supply the injectors. The reset is a cable is in the trunk of the car on the rear right side. it has a plastic tag on it for identification. The problem could be a clogged fuel filter.. mounted just in front of the tank under the car. If the IGN module is out there will be no spark.. check that before you start removing the tank.. I just bought a pump, a filter and an ign module for that car from
www.Rockauto.com.. best prices anywhere. Pump was 1/4 of what autozone wanted for it !!
1988 VW FOX no power to fuel pump and fuel pump relay
The problem is most likely the ground that would explain the gauge not working and the pump not working you can run a wire from the metal frame or metal body to the metal sending unit on top of the tank and see if the gauge works first.
Hand brake doesn't work

I need a wiring schmatic for a 88 vw fox
The ignition switch and relay supply the power. Switch to relay, relay to pump. make a set of jumper wires and run them from battery to pump and see if pump runs . If it does its ok. Next pull fuel injection relay (under dash in fuse box)check it for burnt terminals , resistance and continuity. Its a good idea to get a shop manual for this car. This car is a pleasure to fix . After you pull relay for pump get a voltmeter and test the circuit for B+ (don't forget to put key in ignition and turn to the on position.
If you get B+ here switch is ok most likely relay is the culprit.
Remember there are two fuel pumps for this vehicle
One in the tank (accessable via trunk lift carpet and its in the right corner) the other under the car by the tank. have fun and good luck
Trying to pull the front brake calipers off an 88
Wrench is hex, metric that is found in regular set that cost about $7. I would be best to buy one that fits which is a socket wrench you can use with a ratchet. I had to buy mine the last time I did brakes, so it may not be in the incomplete cheap sets. Torque is 30 lbs.
