I have replaced the battery and alternator but the battery still wont charge. The car runs fine until the battery drains. I think it is in the headlights.Can the dimmer switch cause this? I Have checked the 30 amp fuse in the front of the car and with the battery ground disconnected I am still getting current, does this meen anything? One more thing this is a retired police interceptor.
In the 1995 and later Crown Victoria's, there is a fuse in the fuseblock that controls the alternator's charging of the battery. If that fuse is blown, your car will drain the battery and cut off as you stated.
Check the fuse block under the hood and the one located on the left driver side above the hood pull.

The rear tailamp assembly is held by various fasteners
Remove the wing nuts retaining the light assembly to the lower back panel—1992-98 Crown Victoria
Remove the nut retaining the light assembly from the side of the luggage compartment
Pull the light assembly away from the vehicle—1992-98 Crown Victoria

a/c has full freon but the compressor clutch wont engage. i have found that the plug going into the compressor is not getting any power. what could be the problem?
On the low pressure line of the ac you have a pressure switch which allows the compressor to come on once a certain pressure is reached, and it will cut the compressor off if the pressure is too high or too low. Look at your ac hose and find the switch *you will see wires connected to it* you may need to replace this switch. You can use a test light to see if you are getting power to the switch. You should check you fuses, and the ac relay witch is usually in a black plastic box under the hood.

cannot unlock the drivers seat belt
Try sliding a thin long metal shim such as a butterknife in between, you may have to "Pickthe Lock",once it unlocks, you'll need to go see "Yard" for a used retainer that has 1 big bolt thru the floor, under the seat

How do I remove 1997 ford crown Vic headlight assembly on right passanger
remove the clips that hold the radiator support cover and remove the cover look down at the top of the light assembly and you will see two or three clips that hold it in just spread the clips or use a snap ring plier to get them out and remove all three and remove the headlight assembly the bulbs are held in by twist lock connectors push in and turn DO NOT TOUCH THE NEW HEAD LIGHT WITH YOUR HANDS THE OIL FROM YOUR SKIN FRIES ON THE GLASS AND BLOWS OUT THE BULB WASH YOUR HANDS FIRST THEN DRY THEM HOLD THE BULB IN PAPER TOWELS below are photos of your stuff the clips have little legs on them that fit into the black plastic adjusters shown in the center of the headlight I couldn't find a photo of the other side showing the legs but you'll see them when you look down at the back of the light the snap ring pliers fit into the holes on the tabs you see and then spread the clips for removal
