Tail lights and dash lights out in 96 dodge ram.
does the fuse keep blowing ?? it is also on the same line as the cigarette lighter if the fuse is blowing check that there is nothing stuck in the lighter socket that is shorting it out. Could also be a bad ground wire not makeinig contact.

That's quite odd, because there is NO headlight relay on this vehicle- only a 40 amp fuse located in the power distribution box that sits behind the battery inside the engine bay.The switch is notorious for burning out because there is NO RELAY on this vehicle, and there is a recall (#819) but this only affects 3500 models even though the headlight wiring is the same for 1500,2500 and 3500 model Rams.Here are two more links that will help you troubleshoot your headlights problems.

Code 352 means ignition coil 2 and 356 means ignition coil 6 not plugs. Code 420 means catalyst system below threshold most likely caused by the coil problem. Code 455 means exhaust leak.

Sounds like there may be a short in the system... I would do the usual... check the fuses, then the relays, if both are good, try giving the light switch itself a little wiggle, if the lights starts flickering then check behind the switch and look at the wires and the harness, check the plug itself, and the switch, check the blades, if they move then replace the switch.
