I think you need OBDI scanner,maybe but needs something extra.

Check your hazard button, you may have a bad flasher and it could be on causing the break lights not to work.

If it runs on start fluid and nothing else its obviously a fuel concern fuel pump ,fuel pump relay ,check fuel pressure at the regulator that you replaced.

The pump pulley is pressed onto the pump shaft.What are you trying to do ?

It is a front suspension issue and a good front-end specialist is the best person to check for worn out parts.There are some issues in front hub clearance which take a little more in depth inspection and proper tools to perform the inspection. There are several moving parts and you would need to know what to look for.
