My car seems to always
Replace all your ignition wires with OEM quality new ones. They are leaking ignition voltage to ground when damp. Can't help you with the instruments. No sweat to fix but I'd have to be there.
Brakes are spongy
Did you also bleed the rear brakes? Also try the gravity bleed method working from the right rear wheel, then left rear, right front, then left front. Be SURE to keep the master cylinder full at all times while bleeding.
98 VW GOLF 2.0 will not start
did you check the fuses? is the battery voltage over 12volts? did you check something else for power with the same ground you used for the fuel pump test?
Instructions on how to fix 98 golf driver shaft on passenger side
U have to jack the car up on passenger side. Remove the wheel after placing jack stand under car. Remove the axle nut, tie rod end and the remove the bolt that holds the lower ball joint in place. Then take a pry bar to seperate the ball joint from the spindle. You have to tap the axle out of the hub. Than on the axle shaft near the trans. is some bolts that have to be removed with a specil socket that you may be able to get from auto parts store. Remove the bolts and remove the axle. Reverse the procedure to install.
Power steering
Hi,
My best guess is that the drive belt to the hydraulic pump is loose / worn, and it slips when wet. Also the extra load imposed on the system by turning when stationary causes it to slip even when dry.
Check that first :-)

sounds like your regulator is shot. you can buy a new one from the dealer or an after market repair kit like this...
as far as the route the cable takes, here is a pic. of a factory regulator. if you need more info. post back and i'll see if i can help.
