Headlights dont work
Somewhere a poor connection is the cause. The year model indicates that some miles might be on the car.
Open the bonnet?hood and inspect for a bad joint or some wire that is rubbing against the body.
I will buy some electrical switch cleaner and spray the connectors. Just remember to let the connection dry before trying again, you don't want to short and blow something.

What is hesitating - the engine or the transmission?
When starting the car and putting it in gear, if the transmission shifts immediately into first gear and then shifts smoothly from first to second gear, I doubt its a transmission problem. However, if that isn't the case, you will probably need a new or rebuilt transmission ($1500+).
Engine hesitation can be due to a lot of things related to the fuel system that won't necessarily show up on a code reader - for example, dirty throttle body, fouled IAC (idle air control) motor, fouled EGR valve, etc.

sensor 2 is the oxygen sensor and is after the cat converter
sensor 1 is a heated oxygen sensor and is in the exhaust manifold or before the cat converter

I have a new battery for my car and it will not start crank just click.The car has very low mileage.
Without amp rating on charger let's move on to other items to look at.
Are the connections to battery tight and clean. Make sure you have cleaned both posts. Make sure there is no corrosion on cable ends. Also look at the wire that runs to ground , insure that is clean as well. Reconnect battery!
Turn off all accessories (radio, heater, A/C). When you open doors does the dome light turn on.

Can the car be jump started? If yes then I would lean to a weak battery. Without test equipment ( voltmeter) tough to varify.
You didn't explain why you replaced battery, but a purchased battery usually will normally be enough.
Make sure the battery size (amp hours) is rated for your engine size.
make sure wires to your starter are also corrosion free. A bad ground won't allow enough current flow giving you the click no crank.
try turning the key on off rapidly thus making starter move slightly and if it starts you are probably in need of new starter. The starter relay is easy to replace and cheaper so you can start there.
Why is there wobble and a humming noise at certain speeds?
Usually a humming noise ( will get louder the faster you go ) is associated with a worn/bad wheel bearing. If the bearing is worn bad enough, it can also produce a wobble. Have the bearings checked on the side/wheel the problem is coming from
