96 Crown Vic will not start. Has spark, has fuel,
Check your fuel pressure to the Injectors at the pressure valve. Then check the wiring to the Injectors to see if they are getting power. Backtrack the Injector wiring if it is dead.
Your Crankshaft and Cam sensors would be working to supply the sparkplugs their power in the firing sequence. You need to check the part that supplies the Injectors their power in sequence.
Usually a bad TPS throttle position sensor will make a "Check Engine" light turn on. This part is on the drivers side of the Airhorn behind all the plastic Air filter ductwork. It has 2 screws and 1 electric connector. Unplug the connector and use an Ohmmeter to watch for resistance to change as you work the accelerator cable attached to the opposite side of the Airhorn. Connect the Ohmmeter to the TPS switch. The Resistance should change if the switch is good. If nothing happens, replace the TPS.
I have a problem cranking
It is probably a combonation of the starter itself and just COLD weather. You can replace the starter, and it will start depending on how many cold cranking amps your battery has. But when you say that it starts when you jump it, that tells me that your battery is part of the problem. But not necessarily the biggest part of the problem.
Where is the starter on
It will be on the PASSENGER side of the engine. at the back where the engine meets the transmission. Should be two bolts that hold it onto the transmission. DISCONNECT THE BATTERY before you do anything.

did you buy the heater cores new heater core and radiator is two different things sounds like you thermostat is bad touch your bottom hose and your top are they both hot if ones hot and ones cold water is not circulating bad thermostat is the heater core put in right

Those police interceptors had a history of smelling like gas. Most commonly the problem was caused by the improper mounting of police equipment in the trunks.These holes were on the top side of the tanks. Is it possible that you new tank was installed and has been punctured by the same mounting hardware of the old tank. The symptoms would be exactly what you have described,the fuller the tank the stronger the oder, and generally do not see a leak because the hole is located on the top of the tank and is small enuff just let the oder out.

Does it only blow blue smoke for a minute or so when first started? If
yes, then it is most likely your valve guide seals. This is just an
inconvenience not a huge problem. Check your oil level regularly and add
as necessary. You probably won't even notice oil loss from this.

Hi, if the battery is fully charged then it could be the starter motor thats at fault, you can check the battery by turning the head lights on the turning the key to start the car, if the lights stay bright then the battery is good.
does the car have anti theft system, if it does try locking the car with the key then unlock it and see if it then starts, if it dont and it still clicks have a listen to see if you can hear where the click is coming from, if its coming from the bottom of the engine then the chances are you need to get a new starter.
one thing you can try is if you know where the starter motor is then give it a few whacks with a hammer doing this will usually get it started but dont rely on this as it will leave you stuck so its best you replace the starter as soon as you can.
to locate the starter follow the big live lead from the battery this will then go to the starter now when you see the starter their will be 2 cylinders nest to each other a big one and a small one, now give them both a few hits with a hammer and this should get the car started for you.

I wouldn't worry about the 02 code it will clear when you replace the coils. to be positive that the coils are bad, swap them with another cylinder and see if that cylinder misfires. 90% of the time it's the coil. Let me know

Yes the faulty ignition switch can definitely drain the battery.Because actually the car is not got completely off.You inserted the key in the ignition switch and turned it to off.But because the ignition switch is faulty the car did not turned off.It remained ON.The other possibility is that the ignition switch is got internally short and causing this problem.There are many other possibilities too for this battery getting drained when car is off.But as per your question which you asked,yes.If the ignition switch is faulty then car battery gets drained even when the car is off.

To answer your question about the fuel pump switch...yes. The location of the fuel pump cut off switch is typically located in the upper left corner of the trunk. You may need to pull the carpet down a bit to access it. If it is not in the upper left corner, then it is probably on the right. Usually, the switch is located on the side of vehicle where the fuel filler cap is. Once you locate the switch, press down on the button...you should either feel or hear a "click".

You did not specify inside or outside, but they both have springs. the spring is part of the handle assembly. Trim panel must be removed. There are a couple of big screws holding the arm rest on and spring clips around the outside diameter. Pry carefully with a screwdriver at each clip.

P0304 means that cylinder 4 has a misfire and P0305 is a cylinder 5 misfire. What this means is you may have bad spark plugs, or bad plug wires, or you may need to replace your distributor cap and rotor. I would start with plugs and wires.
