Sounds more like a stuck high beam relay. Daytime running lights module appeared sometime after '99 year. The relay should be in the fuse compartment. Pull it out to check that it is only the high beam that is on. Pull the low beam relay and place in the high beam location. If it turns on the high beams again, then try the dimmer switch to see if they go out. If that has no effect, then there is a sneak path somewhere that is turning the relay on.

How do the hoses going into the firewall on engine side under hood feel ? They should be reasonably same temperature. Can you hear things moving under dash when switched from cold to hot, and hot to cold? Does the air coming out get hotter if you rev engine a little and hold it there?

How to replace key igntion?
You must first remove the steering wheel. You may be able to work around the turn signal switch. Insert the key and turn the ignition to the "run" position. It will slide out of its mounting hole now. If it does not come out easily push the locking pin in with a 16 penny nail or other pointed instrument.
