Where is the inline air conditioner filter located
What you are referencing is probably the orifice tube + a screen.
There are many things that can change the air temperature inside the car.
1. Inside AC/HEATER duct under the dash, the temperature door can be open a bit and let the warm air mix with cold air temperature.
2.The purpose of the orifice tube, that is between the high pressure and low-pressure tube you can feel with your hands the cold and warm tube
The screen is blocking particles of metal from A/C compressor if the compressor is defect.
high-pressure side is HOT
low-pressure side is COLD
3. A/C compressor clutch could slip more than it should. The air gap has too much clearance.
The location of the orifice tube is :

How to replace signal switch on a 1992 Buick
Since this will take many pages of this website, I recommend you go to a car parts store or a public library for your answer.
At either place will be a set of books telling you the information you need.
The books at the library should cost nothing, the car parts store will sell them.
They are make and model specific.
Some names to look for are "Motor's", "Chilton's", or "Haynes".

Starts and runs good for15seconds then cuts off,Must wait to restart.
I have to ask? How long since a tune-up? Are there any applicable trouble codes?
As far as spark at the spark plugs, check the ignition module. Check voltage to ignition module with key on, pink wire with black tracer. If no voltage, check fuse circuit, fuse 6--20amp in relay center. Not only check the fuse, check the fuse circuit for voltage.
During cranking rpms, it is the ignition module that controls spark, but, it has to see rpm signal, which comes from crank sensor. At the moment, I can't be positive which component or exactly where the fault lies.
