Hi John, I would be checking the switch,does it feel good when operating it? Being old and made of plastic they can fail.

it is on the timing cover just below the water pump but that normally causes a hard start check the crank position sensor behind the crank pulley

Does it not even try? Or does it start and then stall after about 2 seconds?

I'm not sure what motor you have in that Buick, but my wife's 92 Old's water pump went out and I had a heck of a time with the bottom two bolts. I talked to a mechanic and he told me to put a piece of wood on top of a floor jack, slide it under the oil pan and lift the motor off it's mounts to gain easier access ,and after I did, with a lot of patience I got the job done.(About 2 hours, a 1/4 turn a a time) I hope this helps

Usually these are under seat.

There is a sensor on the dashboard that controls this and its likely that the sensor is bad. but most vehicles have where u can turn your headlights on manually.

Check fuses with ohmmeter/multi-meter , sometimes they look good but are not.

There is a relay that is actiavted to switch high current to the horn. Check that horn relay!

The fuse panel is in the motor compartment under the hood on the left hand side at the back. Here's a video.

You may end up spending a lot of money on parts you might not need. find a mechanic.

I'm fairly sure that model still uses a vac control for the hvac. You may have a vac leak in one of the lines, the main controller, or one of the blend doors. The blend doors are under the dash and may be difficult to reach.

Loose connection, or blower motor is going out. Replace blower motor first. Before that, however check all fuses and relays.

you should of told us what it isn't doing like turning on, no heat, no a.c. ?!?!?!

My 92 Le saber did that and we changed resisters and did a number of things and nothing worked Finally my mechanic put a bypass switch some where on the power line and after that it worked. Sorry I am not sure where but after he put a cut off switch in the line everything worked again.I don't own that car anymore so I can't even follow up to see where it went.
