My 90 Buick Riviera also has the fan that won't
Just cut either the positive or negative feed to motor. Connect 1 side of the wire to a 2 terminal on/off toggle switch & the other side to the the other side of a toggle switch. You can extend wires from both end & mount under dash if you like.
My 1990 riviera will run
Check the ECM part number. If it is a 1228253 that is your problem. get a 16198264 the other number does just what your car is doing. I worked at a Buick dealer and know about the problematic 1228253 ecm.
Loss of power breaks
Your power brake booster went out or the one way check valve in the vacuum line going to the booster from the intake manifold
Starter and cilynoid are new
Check the voltage at the solinoid, the terminal lead from the battery and the terminal from the start switch.
Might be a dirty or loose terminal on the battery, or a flat battery.
