Shifter moves freely without key in ignition
I can't say without looking because there are so many different types. But I am pretty sure you have an issue in the steering column possible below the ignition barrel. There is a pin / clip /rod or whatever your model has that engages when you turn the key. Yours it stuck "on " or broken.

Oil gauge not moving and no problem from 1997
have the oil pressure checked with a mechanical gauge to ensure that there is no problem that will damage the engine. If not then check the wiring to the oil sender unit or replace the oil sender unit.

Leaking transmission fluid can usually be traced to 1 or 2 problems:
- leaking transmission line - a line could be bent or it could be leaking around a fitting, the most common place for a transmission line to leak
- the gasket around the transmission pan is worn - this would cause leaking and having the filter and fluid changed should fix this problem
To answer your other question, YES it is possible to overfill the transmission fluid. Check the dipstick (with the car running) and ensure that the level stays between the recommended marks.
