you will have to remove the wiper cowling to inspect the wiper transmission. this sounds like a clip has come off or part of the linkage is broken.

If there are no cables coming off throttle body to control throttle there is no Idle Air Control valve. the idle is controlled electronically by the computer. If car is idling rough you can clean throttle body to correct this problem. If you do have cables to control throttle the IAC valve is located right next to throttle body attached to it. Remove the 4 bolts 1 on each corner of the seat base remove the electrical connector also

Sorry to say the license plate lights get power from the same circuit the parking lights do. So if the parking lights work, the license plate lights should have power too.

Most likley a issue with the body control module,this will need to be diag. by a professional garage to protect you from someone just throwing parts at it hoping to fix your problem.

Do you have pads and rotors or shoes and drums on the rear?

sounds like your fuel pump, normally fuel pumps die gradually not just like that, so best check fule pump fuses first, also i can not remeber if these have a fuel cut off switch, this is normally located arround the fire wall it looks like a red or black rubber button, if you have one you can press that and see if that sorts it, if not then it more than likley is the fuel pump and will possibly need replacing, but check the other things first, better a new fuse than a new pump...hope that helps a bit
