First thing you could try is replacing the circuit board on your wiper motor. It's behind the black retangular box on your wiper motor. Not hard to change. A few screws and a plug in. Or- change the whole wiper motor. ( about $80 more than the board) Bolts can all be accessed by removing the cover at the bottom of your windshield. Pretty straight forward.

top bolt if it's a stud and bushing type gets tightened until the threads run out - usually where the bushings squash pretty good. the nut on top will stop turning. Other fasteners tighten to about 50 lbs or so depending on the size of the bolt or nut. small bolts like 5/16, 3/8, 10mm shaft size get about 30 lbs. Torque is all about the size of the bolt ( the diameter) . Large fasteners like 1/2 in. and above get 50 to 80 lbs. . hope this was helpful

Don't worry about the torque specs ..
Most mechanics would put a socket/wrench on and get them 'really tight'

The first thing i would tey is changeing the fuel filter. Chevy has a problem with the design from the fuel pump to the fuel inlet on the intake manifold. What they did it is back up the power supply to the fuel pump from the fuel relay and split the curicut and ran the back up through the oil pressure sending unit . So even if the relay went bad while driveing the fuel pump would still get power and the truck wouldn't die on the road its a saftey thing .But if the relay is bad then the engine needs to build up enough oil pressure to trip the oil sending unit to send power to the pump from cranking thus a long cranking time when cold . Change the fuel filter first it should be replaced every 4 to 5 years anyway . A nd if that dosn't fix it try the relay it should be behind a panal inside the glove box on your truck and if that dosn't work replace the oil pressure sending unit. One of these 3 things should work if the fuel pump is working correctly

If you have a 4.3 L its in the back left of the distuburtor . You will need a special socket to remove it their 20 bucks or so .
But the oil pressure sending units on these vehicles tend to have problems I have put in new ones that failed in a few days there just maid cheaply and it dosen't realy matter ware you get it dealer napa advanced auto .The socket is worth the money it will make life easyer
