PASS LOCK RESET GM CARS 1999 UP
1) Put the key in the ignition and turn to the "ON" position. Leave it that way for 10 minutes. After 10 minutes turn the key and take it out. Repeat this process (2) more times (3 times, 30 minutes total) This should reset the passlock system to recognize your key.

"hard to start" is a very vague description of the problem. There are MANY things that can make an engine hard to start - ranging from a weak battery to a bad fuel pump, to worn-out spark plugs or a plain, worn-out engine... The only "solution" I can offer at this point, would be to recommend doing some diagnostics to determine at least which system in your vehicle is the cause of the hard starting.

Not all OBD-2 scanners are created equal. Most only read power-train (engine/transmission) codes and are not capable of reading ABS codes. Some scanners even have a specific button you have to press to get ABS codes. Try a different scanner. I know places like Auto Zone will scan codes for free but not every store has the same reader. The AZ nearest to me has the ABS capable scanner while the one on the other side of town can't read ABS codes.

there is a drain plug on the bottom of the oil pan you remove to drain the oil its ether a 15mm or 14mm wrench while the oil pan is draining out unscrew the filter apply a thin coating of oil on the gasket of the new filter make sure the gasket from the old filter didn't stick to the engine install the drain plug and new filter add 4 quarts of new oil and run the car recheck for leaks and oil level that one holds 4 quarts or 4 and half not sure but 4 will be safe to start the engine

The fuses (2) are under the hood in the fuse and relay center.

swap relays or put meter on terminals where it plugs in to see if it is actualy getting power, if not , check fuse,

look at tires for uneven wear or cupping easiest jack up front wheels and move tire up/down back/forth feel for loose or binding feel in wheel

To Question on Windshield wipers stay on. Your parking paw is defective. Its best to replace the windshield motor, There usally easy to replace

No it's not, if your van is running fine, fuel pump is good, just the fuel gauge sending unit is bad, to repair, the gas tank will have to come off, the sending unit sit on the same hanger the fuel pump is on.

iam a europeon mechanic so american cars i know little about but if its front wheel drive transverse engine then drop it out the bottom complete with gearbox .then jack car up and pull engine out across the floor .
