Starter draging
Either you have a voltage drop to the starter, OR the starter needs to be shimmed as it might be to tight against the Ring Gear when engaging.
Where is the oil pump location
In the bottom of the motor under the oil pan. The motor has to be removed to replace the oil pump because the oil pan won't clear the crossmember

Check the base gasket on the throttle body, very common to tear. If you open the blades you may see the torn gasket. Artificially enrichen the mixture while trying to idle, if that works, thats it...

no need to take of the steering wheel.. locate the old horn.. then remove it.then put the new horn. if the old horn has only1 wire its ok. then the new horn has 2 wire. just body ground the 1 wire[no polarity] choose any of the 2. to the body gound or join the brack of the horn together.then the other to the original wire of the old horn
93 LeBaron low on coolant...is there a problem
no there is no problem topping up with water but do not add to much as then the anti freeze stops working as well. and if you are adding coolant or water often then you have another problem
1989 Chevy truck steering shaft moves in and out
check for loose steering box mounting bolts on the chassis. Check that the top bearing in the steering box is ok as if it is shot the shaft will move up and down rather than push or pull the steering nut in the box.
