95 dodge neon shuts off while driving
After it kills, pull a plug wire and check for spark. If it has spark, check for fuel. I can't remeber where the service port is on the F.I of a Neon but it'll look like a tire air valve cap but a little larger. It''l be on the fuel rail or line somewhere under the hood.
Take the cap off and depress the valve. If fuel doesn't squirt out (not drip), you're losing pressure. Neons were bad about fuel pumps so it MIGHT be this. They run a little over $200 for just the pump. I had a retail unit that kept doing this due to fuel deposits from Ethanol. It kept clogging the "filter" sock in the tank. After it set a while the stuff would sink back to the bottom and the car would start back up.

Dodge neon 95 wont start
Can be just about anything. You already checked "one." Engines need fuel and electricity to run. Check the coil or "spark" to see if the ignition is working by using a multi-metter. If no spark or "juice" your coil may have gone out, or ignition module, or computer.
What is service engine light code 12 mean
READING CODES USING MIL (CHECK ENGINE) LAMP
Be advised that the MIL or CHECK ENGINE light can only perform a limited number of functions and it is a good idea to have the system checked with a scan tool to double check the circuit function.
- Within a period of 5 seconds, cycle the ignition key ON - OFF - ON - OFF - ON .
- Count the number of times the MIL (check engine lamp) on the instrument panel flashes on and off.
The number of flashes represents the trouble code. There is a short pause between the flashes representing the 1st and 2nd digits of the code. Longer pauses are used to separate individual 2-digit trouble codes.
An example of a flashed DTC is as follows:
Lamp flashes 4 times, pauses, then flashes 6 more times. This denotes a DTC number 46.
Lamp flashes 5 times, pauses, then flashes 5 more times. This indicates a DTC number 55. DTC 55 will always be the last code to be displayed.

Are you getting spark to the plugs ?Is the fuel pressure in the normal range ?Any chance the timing belt has jumped a tooth or two ?Have you checked for trouble codes ?It could be a long list of possible issues. You'll have to narrow it down to fuel or spark to proceed.
