Is there 2 pumps on cooling system
No there is not two pumps on a cooling system. If your car is overheating then it can be many problems. Take it to a professional where they can further diagnose it.

Radiator replacement
- Remove air cleaner and duct assembly.
- Drain the coolant.
- Remove the engine mount struts.
- Remove the cooling fans with the cooling fan shroud.
- Remove the radiator upper hose from the radiator.
- Remove the radiator lower hose from the radiator.
- Disconnect the transaxle oil cooler lines from the radiator.
- Remove the radiator brackets and bolts.
- Remove the radiator. Installation Procedure
- Install the radiator. Notice: Refer to Fastener Notice in Service Precautions.
- Install the radiator brackets and bolts.
- Tighten the bolts to 24 Nm (18 ft. lbs.) .
- Connect the transaxle oil cooler lines to the radiator.
- Install the radiator upper hose to the radiator.
- Install the radiator lower hose to the radiator.
- Install the cooling fans with the cooling fan shroud.
- Install the engine mount struts. Notice: When adding coolant, it is important that you use GM Goodwrench DEX-COOL (R) or HAVOLINE (R) DEX-COOL (R) coolant. If Coolant other than DEX-COOL (R) or HAVOLINE (R) DEX-COOL (R) is added to the system the engine coolant will require change sooner; at 50,000 km (30,000 mi) or 24 months.
- Fill the cooling system.
- Install the air cleaner and duct assembly.

2. locate the a/c low pressure switch (should be on top of
the a/c dryer. disconnect it from the dryer and by-pass the
switch with a jumper wire while the car engine is on. if this
makes the a/c compressor come on then quickly disconnect
the by-pass wire to keep from damaging the a/c compressor
(because you are low on freon and the low-pressure switch
turned your compressor off to keep it from getting damaged).

As for the van "wont turn over," if you believe that the failure is because the wiring harness is obviously burned or broken, yes, that would be a start. If the wiring harness is BURNED, it would be advisable to check parts like the IGNITION RELAY and the STARTER SOLENOID to be sure that they did not cause a high current condition that, in turn, caused the wiring harness to burn.

Why wont cooling fan turn off? keeps running with car turned off.
You did not mention what vehicle is experiencing this problem. If you have tried the other solutions posted, check the coolant temperature sensor (there may be more than one) - depending on the vehicle, a sensor controls the fan either through the ECM or directly, via the fan relay.
