You mention that it acts like it jumped time. By that do you mean that every few revolutions it sputters like it's thinking about starting, but fails to actually run? Have you checked to confirm you're getting fuel? Have you confirmed you're getting good spark? Have you double-checked all vacuum lines and electrical connections to make sure all the appropriate sensors are plugged in? Do you have a scan tool with datastream mode so you can make sure sensor readings are reasonable? Do you have all the intake air tubing properly installed and secure? I'm not sure if the '99 Neon uses a MAF sensor, but if so, having that unplugged or having some of the intake air tubing not tight or with a hole somewhere can cause the symptom you describe as well.

Check the OBDII SCAN and look for a MAF sensor fault and replace the fuel pressure regulator. Be careful when working with fuel related repairs. High pressure and Fire hazards exist. Have a fire extinguisher close by. Let the fuel pump pressure bleed down or bleed at pressure tap on the fuel rail. Do not try to crank the engine, While liquid fuel is present. A hydro lock condition will cause engine damage and a fire hazard exist

I would have said a seized caliper but if you changed that and it still did it then I would assume it's ur master BUT... if it was your master then both calipers would be lazy. I would check the lines to the problem caliper for kinks or pinches. Also check your proportioning valve

Your problem would be that the nylon bush that secures the wiper actuators to the wiper motor has either broke or worn away and the acutators are no longer engaged by the wiper motor

Loose wire at controller. Most likely fell off that why not come on. Could also be a bad controller

I don't think that model had an electric mirror so you should be looking for a black knob on the door panel that works like a joy stick. That is probably the only adjustment for that mirror other than moving it manually with your finger right on the mirror itself.

It could be a siezed piston in the brake caliper. It also could be a problem in the master cylinder. More likely the brake caliper, though.

Clear fluid leaking on that side suggests it is drainage from the air conditioner. None of the fluids in a car are normally clear. UNLESS you have a serious antifreeze leak and you have topped it off with clear water. The strange noise is most likely not related to the water leak unless you have used clear water in the cooling system. It is too hard to diagnose that noise over the internet. It will need to be examined by someone who has good knowledge of cars. Good luck with this. Those Neons are usually not too difficult to work on and and treated right, they can run for many years.

With everything you have changed not fixing the problem, I would check the water pump and belt. You could also have something preventing the coolant from circulating freely through the engine.
