Magnet shavings inside distributor cap
. No they are not . It indicates that the distributor shaft is either bent or loose on the drive shaft. allowing the rotor button to touch the pins in the cap. It may also indicate that the mechanical advance is failing.
Why are the front brakes locking
Replace both the front brake hoses, as these can perish and collaps on the interior allowing high pressure to go through but not allowing pressure to return and so the brakes lock up
85 s15 hesitates/sputters
check for a faulty / blocked accelerator pump /circuit as this fits the lack of fuel squirt on acceleration description. Also check the timing of the ignition.
Waterleak from timing belt cover
Water pump is, going or gone out. Best make sure the water is replaced daily if your going to drive it. Or the headgaskets next, & the trucks done. Make sure the water is IN THE RADIATOR" not just the overflow or reservoir container. Ive only had 1 stop leak, help get me {in emergency} from point A to B, but it didnt last long. Thats the powdered aluminum silicate? in a small 3- 4 inch tube. $1.99? You add it to hot water, & add to radiator.

This sounds like an ignition problem. Check the ignition coil. Low spark voltage can cause this. As well, the amplifier module in the HEI distributer could be at fault.

You might have some compression issues from bad piston rings or worn valves. Could have a leaky vacuum hose or intake. Throttle body or carburetor may be dirty as well. Check the Map sensor. Hope this gives you some good ideas.
Wireing problem
Check the ground wire that comes off the negative terminal that hooks to the core support right by the front headlight and battery. mine did something similar
How do I change fuel filter on a 1985 GMC S-15
I just had to do this. The filter is inside the fuel inlet on the carb. the steel line comes up alongside the block to the back of the carb. unscrew it and the filter is right there. hope this helped
