I installed a new fuel
Have you checked the fuel pump relay? The Fuel Pump Relay is part of the Integrated Control Relay Module, is located at the front of the engine compartment, on the upper radiator support.
Key doesnt start the car
If you can turn the key, the problem is electrical. If you can't turn the key,is ignition look cylinder.buy new cylinder with the key. disconnect the battery,turn the cylinder to run position and push the look pin on the cylinder with small punch and pull. insert the new one and you are ready to go.
If the cylinder turn and don't start,is electrical.
with one hand turn and hold the key to starting position with other hand shift slowly from PARK to NEUTRAL. I the engine start ,adjust the neutral safety switch
For next you need helper.
one person start with the key and other with test light check if power go to the starter solenoid. if power go to the small wore, replace the starter
If the tab is broke off lock washer on distributor will it still work
are you talking about the lock tab to the connector or what? if its the lock tab seating the distributor then yes replace it because it will allow it to move and do more damage. Also cause the timing to be off. If its the connector tab, just put you a dot of RTV on it and let it dry. it will hold it in place.

look in the fuse panel there should be a diagram of what fuses go to what,If u have the owners manual it should be in there too.Hope this helps
No spark
No injector pulse either ?
You could try a crank sensor
But I'm NOT saying that is your problem
I only replace parts when they fail a test

The emergency shut-off, fuel reset, or inertia switch - all referring to the same thing - is typically located in the back right corner of the vehicle. Sedan: Open trunk lid, look to right side near fuel filler port, pull back the trunk liner to expose the switch. Wagon: Open hatch, look to right side near fuel filler port, open access panel. Recessed into the top of the switch is a red button. If tripped, then push down until it resets, or clicks back into the on position.
MetAL SHAVINGS ON DIP STICK
metal flakes on the dip stick are not really an issue unless it has gotten to the crank sensor. That would cause the problem that you are talking about. The oil filter is supposed to catch that though.
Cold start
Make sure you have a good battery. Use the correct grade of oil. Take your car to an Autozone, Oreilys, or Advance parts store for a free scan. Ask for a starter draw test.
