The engine tries to turn over, but will not.
Take all the spark plugs out, then try cranking it to see if you excess gas in the cylinders. You may want disconnect the coil pack so you you don't have a fire, in case you get gas spraying out of the spark plug holes. If you get gas out of the plug holes,then look at fuel pressure regulator. If you pull the vacuum line off and there is gas there the regulator is shot.
Rear window motor runs but window won't move
You have to remove inner door panel and then operate window to see exact problem. But it does sond as if the cable for the window motor is bad. If so replace it and window will work again. You won't be able to tell anything till you take the inner door panel off and look inside of the door to see what happened.

I did this once, not on a Ford and this is what I had to do to get it right. Get down to your local friendly dealer or an auto electric shop, put on a sad face and tell them your story and they will probably provide you with the wiring diagrams for the 2 cars. You need both. If that won't work go to faxonautoliterature . They have a wiring diagram book for the 92 for $19 and a Ford service manual for the 97 for $69. That will give you both wiring diagrams. It is an excellent company to do business with by the way.
With the diagrams in hand start tracing wires one at a time. You will find that a lot of the wires for the same things will be different colors, on orange wire in 92 will be green in 97. I don't know why they do that but they do. This should be able to get your car functional but you may be short a few options. I never did get my cruise control sorted out. How to adjsut the rear brake cable on a 97 crown
Over time those SS steel cables stretch. Most of the older Fords have an adjustment in the cable just before it splits into 2 cables running to the rear wheels. Should be a easy find.
PS. Don't over do the adjustment... a bit of penetrating oil the day before the attempted adjustment will make the job MUCH easier....

Speedometer runs but odometer dont; on 1993 Crown Victoria
Sounds like the speedometer head itself has failed or is in the process of doing so. While it may be possible to obtain just a speedometer head it would be far easier and probably cheaper to go down to the local salvage yard and get yourself a whole new instrument cluster. Many times they will come with instructions for resetting the mileage to match your car, if it doesn't, just attach a drill to the connection point for the speedometer cable and run the drill until it has the right mileage.

Goes in reverse when cold. but not when warm.
probably bad reverse clutch's in transmission. When vicosity of Trans fluid thins out by heat the less friction you will have in clutch assembly in transmission thus loss of gears..... Might also want to simply check fluid level in transmission when warm and running to make sure there is adequate amount in it.
Crown Vic Fuel Line
I do not recommend doing this.
a 1/4 inch line has a .0491 square inch hole.
a 5/16 inch line has a .0767 square inch hole.
This would result in lowering the flow capacity of the line by over 30%.
You can possibly starve the engine of fuel causing the engine to run lean, which can result in overheating and even worse melting the tops of your pistons in the engine.
Most good automotive stores have many types of brake line and fuel line fittings and adapters you can purchase.

Brake fluid leaking from behind driver tire
You need to take the wheel off and take a look at the brake caliper. It could be leaking from where the brake line goes into the caliper, or around the piston(s). Calipers are not all that hard to replace, but you have to bleed the system, which can be a pain. If you want to do it yourself, it would be well worth it to get the Haynes or Chiltons manual for your car.
