My 92 crown vic has blinking headlights when driving
The headlight switch has a built in 22 amp circuit breaker. It maybe doing it's job by opening and closing to prevent an electrical wire from burning. It opens when there is a 12 volt positive short to ground (negative). This may be caused by something as simple as a bad or damaged bulb. ( pull the headlight switch to the first position. does the parking lights blink on and off? if so then the short is in the parking light circuit. If not, then pull the switch all the way out. Does the headlights blink on and off? if so then the short is in the headlight circuit.) Check high and low beams. When the lights are on, visually look to see if any light is not working. If there is a light not working, it may be the point of the short. The built in circuit breaker may also be shorting due to a damaged wire to a light caused by body damage, road salt corrosion, a wire that has fallen against the exhaust manifold, a pinched wire going to the license lamp, or other condition that would damage a wire.

99 percent of the time this is because you are without fuel or spark. car is almost 20 years old so anything and everything is well beyond its designed life. Pull a spark plug out, connect it to its wire and lay it on the engine block and have someone turn engine over a few times. If you see a spark on the tip of the plug, then you have spark and you should look to fuel supply issues. if fuel injected look to the pressure regulator or fuel pump or bad injectors. if carburetor type look at fuel pump.

Please check the pressure cap on the radiator. Also if the water pump is faulty there will be low circulation. Also a leak on the radiator or the hose can reduce water and this must be checked if the coolant reduces in a day.
Finally the TIMING of the IGNITION is important. Check for free movement in all wheels, there must not be any brake jamming.
Also the belt must be checked to be of correct tension.
Battery voltage needle goes up
The most likely problem here would be the alternator itself. Either the brushs are wearing out or the regulator is going bad. It wouldn't hurt to check the tension on the drive belt. If it was fairly loose that could cause the problem too. Hope this hrlps.

check your fluid lever first, if it is not low then you either have an issue with either the mlps (manual lever position switch) which is located on the side of the transmission, or the trans itself is probably in need of an overhaul. If it seems like it just happened all of a sudden, check fluid first-on level ground, with the engine warm and the trans having just been driven or loaded. If you haven't done it yet, get the trans serviced and use Mercon V fluid, it should be done every 60,000 miles.
