Could it be the EGI Main fuse?
In a crank no start condition it is always important to find the cause before throwing parts at a car. The only things required for an engine to run are; fuel, spark and air. At this point it sounds like you have no spark at all. I would begin chasing the circuit back from there.
On to the egi, pull an injector out keep it connected and try to start the car if fuel comes out you’re good. If not you may have a problem with that relay as they have been known to give issues.
But as you state you have no spark when cranking I would start there.

Scraping noise when off gas and clutch is out
either the throw out bearing has failed ot the clutch plate hub has failed
possibly from the clutch plate being installed incorrectly and the hub springs are hitting on the flywheel bolts

Are you trying to pass a smog inspection, if so by disconnecting the battery you have wiped all programming and now before it will pass you will need to complete a OBD2 drive cycle testing procedure, this takes days to do and requires you drive highway, city and idle engine certain periods of time. Where is the fuel regulator
Have you replaced the fuel filter? Have you done a fuel pressure test? What exactly is the problem? More details will help... :)
If you are 100% sure that it is in fact a fuel issue, when in doubt follow the gas lines, the fuel pressure regulator is located right before the fuel rail feeding the injectors. Good luck!

P0401 Code
The basic code - P0401 relates to the EGR.EGR stands for Exhaust Gas Recirculation. This valve is located on the Manifold and can get 'clogged' and not allow the 'air' to escape.
Code P1102 - States pending fault.
P1102 for the Mazda is :Mass Airflow Sensor Signal Inconsistent with Throttle Position Sensor. The Mass Airflow Sensor is located in the housing before the Throttle body; it reads the air coming into the system....the Throttle Position Sensor tell the ECU how much throttle you are asking for....I think that the in-air flow and the throttle are not getting the same answer; example would be that you are driving fifty miles an hour and either the MAS or the TPS are not seeing (receiving) this information. Note; most times the MAS is at fault, it can be cleaned but be very careful.
Where is the egi main located
it is typically located in the main fuse box in the engine compartment. the exact location depends on the model of the car. once you locate it, open the cover and there will be a schematic showing the allocation of fuses
