Passing smog
Well, the actual procedure is to drive the van far enough to let the engine computer sample a wide range of conditions. The standard method is 100 miles at various speeds including highway and city driving. You could do it in 30 or 50 mile runs but it needs to be over 50 miles total.

It seems like a problem with your ignition system. You could take a look under the hood at night / in the dark to see if there are any sparks between the spark plug wires and anything they touch or lay close to.
As the engine needs to be running during this test, please watch out not to touch any moving parts as it might lead to severe injury.
If you see any sparks - change the spark plug cables. If not, try to move the cables (with engine off) away from any metal parts they could be touching. Then start the engine and see if the problem persists. If it makes no change, you will have to start replacing the spark plugs, rotor + cap, wires and maybe the coil.

check the fuse & relay first. If both are good, may be a bad switch or the blower motor itself. to check relay (because you can't see it like a fuse) just swap it with another relay near it. (there should be 2-4 different relays with the same part number)Hope this helps.

sounds like a misfire, if it is 1996 or newer have somewhere like autozone scan the computer for you and see if there is any codes for a misfire, if its older than 1996 then i personally would start it up in park, then pull off spark plug wires one at a time (use pliers and gloves, dont get shocked) and then plug them back in. see which ones change how the engine sounds and how much it shakes or stalls.if one makes a big difference in how it sounds then that one is firing, if it makes little difference then it might not be firing properly, could need a new plug or wire.
