30 amp fuse blow's
is it the crank fuse if it is could be starter drawing to many amps try new starter

If the fuel filter will not refill, you know you have a fuel problem. Some of the fuel systems use a "pull" system unlike gasoline engines using a "push" system with a rear fuel pump.
The "pull" systems need Vacuum in the fuel system to allow a draw from the tank. An opening at any point in the system will defeat the drawing of fuel. What you might try is a Vacuum pump attached to the fuel line at various intersections in the flow.
At the point of the air leak, you should find that you can not draw fuel past that area without "losing the prime". You also may want to fill the new fuel filter to reduce any air pockets in the system. I can not say if your system has a fuel pressure regulator, but a leak in its diaphragm can affect starting. Also if the air pressure was excessive, the diaphragm may have ruptured.

2000 f350 fuel heater fuse keeps popping 30 amp fuse
For some reason, you have excessive current draw. You need to determine why this is occurring. Failure to correct the condition could possibly cause a fire, due to overheating wiring. I'd get to checking all the associated wiring and connectors related to that circuit for the fuel heater.

Some times gunk builds up in the heater core.. Do a reverse flush on the heater core alone. You don't have to remove it. Disconnect both of your heater hoses. Preferably at the engine. If you have room to work right where the hoses connect to the heater core this will be the place to do the work. Try using a water hose. Add a high pressure nozzle to your hose and put it in the hose that returns water back to your engine, is essence you will be doing a reverse flush. Good Luck !!!

computer will make it a rich or lean mixture to start the engine,if it tells the
computer that it is 75 degrees the computer will lean the mixture like starting
a car in the winter without a choke.

on the throttle body there is a tps sensor the tps is throttle position sensor and on the throttle body there also itp witch is idle control position sensor

Blue smoke means burning oil. Black smoke means running too rich (too much fuel in the air/fuel mix). If it is blue smoke:If it blows blue smoke only shortly after starting, it means oil is leaking into the cylinders from above, through the valves. This us typical of older engines, and can be repaired without removing the engine from the truck (although it is still expensive). A 2008 should not have this kind of problem.If it blows blue smoke all the time, it is bad piston rings or scored cylinder walls. Oil is leaking from below up into the cylinders. This is bad news - any solution will require removing the engine from the truck and complete disassembly (i.e. a rebuild). No engine oil treatment will make it go away, regardless of what the label says.It is very, very rare in modern engines for a well maintained vehicle with less than 100K miles to need a rebuild. Damage such as this usually comes from not changing oil AND the oil filter often enough. 3-4000 miles for conventional oil or 6-8000 miles for synthetics. If using synthetic, be sure to get a high quality filter designed to be effective for the synthetic oil change interval.
