I have a 1990 mazda

This may not be a fuse. Sometimes the motor in the window dies and needs to be replaced. If you think it is the fuse, check a mazda forum for the fuse panel diagram.

Have a 1990 Mazda RX7 vert w/automatic tranny.

The flashing signals just that the solenoid for the command of the overdrive is faulty and the TCM can't control it . On a car of this age that is something to be expected.
Take your car to a repair shop and get a full service and inspection on the tranny - that is the first fault from a long line of future faults. And you should start saving for a full refurbishment of the tranny, you will need a lot of money in the near future.

My key wont turn over..so im assuming i need a new

there should be a little hole there where you can slide a very small screwdriver into and then the key should fit in to the barrel and release the barrel, if this does not work consult your local dealer, they should be able to point you in the right direction

Convertible will not rise or lower

There are many things that could have been disconnected.
Take it to the same shop and have it re-connected.
If the previous owner will not tell you which shop did it, he is probably lying and the system is simply broken.
