You Lighting control module is more than likely going bad. This is a common problem and pricey. You can replace it your self though.
It is located right above the gas pedal under the dash.

My 2003 crown vic head lights won't come on. the taillights do work. Also, I'm not sure which fuze is for the headlights because the fuze diagram is missing

If you have a 1999-2011 Mercury Marquis, Mercury Marauder, or Crown Victoria, and your headlights and or tail lights don't work, Ford just finally extended the warranty on your LCM (Lighting Control Module) for free - both parts and labor and will install a new one for free! Ford has extended the warranty to 15 years/250,000 miles. It must be done at a Ford Dealer and the fix is free. Call your local ford Dealer and tell them you need to make an appointment because your headlights don't work and Ford has extended your warranty on the LCM. Tell them it is the Customer Satisfaction Program 14N01. Have your Vin number ready as they will ask for it. You don't have to be the original owner. If they act like they don't know what you are talking about ask to talk to the manager or tell them to call Ford Motor Company and ask them, or you can call Ford yourself. We had ours done at a Ford dealer in August of 2014 in Scottsdale, AZ. It is a 15 year warranty and if you have a 1999, the deadline might have passed, but call them and ask them to see if it has. Maybe it hasn't."

Repeat: You don't have to be the original owner.

The headlights go out while iam driving

Had the same problem. Exchange the LCM (Lighting Control Module), which is located under the steering column, togehter with the Mulitifunction Switch (turning lights, wiper control lever).
This will stop the headlight problem, but I have some other difficulties with my lights - have a look at:

Headlights going on and off

Unfortunately it is the light control module. This is a very common problem on the Crown Vic's, especially the 2003-2006 models. Try your local junk yard. It is located under the dash just above the gas pedal. There are 4 small screws that hold it in and one small wiring harness.

Lights keep going out, high beams will work as

sounds like you have a bad ground in that circuit. check near the headlamps and along the fender for a black pigtail screwed to the core support or the fender. sometimes it gets damaged after a battery change or an accident.

Purchased used from woman who could not remember keypad code. Now doors are locked, key doesn't work.

If key fits in lock but does not turn, try spraying wd 40 with a straw into lock cylinder and sliding key in and out rapidly several times and then try turning key.

Why my 2003 crown Victoria police interceptor start overheating after removing the battery to start another car

You have a voltage regulator that regulates the battery charge. When you removed it you probably bypassed the voltage regulator and your car was running with too many volts and causing it to overheat.

Anyone had this problem?? please help.

steering wheel gets hard because there is no more power steering or brakes when the motor dies. Would suggest not driving it until you fix it. You didn't say if you are in a very cold area, but if you are, any moisture in the gas will cause problems. Use a gas line antifreeze and see if that helps. Keep your tank topped up.

2003 ford crown victoria shuts off when driving i try to start it up it just cranks but wont start. Already changed the fuel pump and spark plugs and that dont seem to work. Any one please Help??

You'll first need to find out if you are lacking fuel or spark to know where to go next. Do a basic test for fuel pressure with a gauge and spark at the plugs when it fails to start.
