You Lighting control module is more than likely going bad. This is a common problem and pricey. You can replace it your self though.

Call your local ford Dealer and tell them you need to make an appointment because your headlights don't work and Ford has extended your warranty on the LCM. If they act like they don't know what you are talking about ask to talk to the manager or tell them to call Ford Motor Company and ask them, or you can call Ford yourself. Had the same problem. Exchange the LCM (Lighting Control Module), which is located under the steering column, togehter with the Mulitifunction Switch (turning lights, wiper control lever).

to tell you the truth! yes ! the lighting control mod is located under dash near your right knee theres two 7 or 8 mm screws holding it in

DOES IT HAVE THE AUTO LAMP FEATURE ON THE HEADLIGHT SWITCH OR ON THE REAR VIEW MIRROR ,ON AN 03 VIC IT SHOULD BE ON THE REARVIEW MIRROR ,& IF IT WILL NOT TURN THE LIGHT OFF (USUALLY A GREEN LIGHT) NEXT TO THE SWITCH THEN THE SWITCH IS BAD .

Unfortunately it is the light control module. This is a very common problem on the Crown Vic's, especially the 2003-2006 models. Try your local junk yard. It is located under the dash just above the gas pedal. There are 4 small screws that hold it in and one small wiring harness.
