I have a 98 sunfire. should the cooling fan on the radiator come on from the initial start up?

The engine cooling fan is designed to come on when the engine reaches 225-235 degrees Fahrenheit. That is the only time it runs. Do you get a check engine light?

98 sunfire with starting problem, only has 89000 kms, changed battery, had starter checked, only seems to have a problem when car has sat for more than 3 hrs

This could indicate a weak fuel pump or clogged pump strainer. I would start by replacing the fuel filter since this should be done every two years. The fuel pressure bleeds off after some time so the pump has to try to build the pressure back up on a cold start. This is the cheapest and easiest fix to try first.
