the system will bleed itself, just fill the reservoir and start the car. Turn the wheel all the way to the left and then all the way to the right. Check the fluid level and top off. Repeat this until all air is out of the system.

Top off the fluid, then start the engine and crank the steering wheel all the way to the left stop, then all the way to the right stop, then left again, then right again, about three times both directions. Then check the fluid level again. That should bleed all the air out of the steering.

Does everything else work in the car except the starter?

Verify that the car is running hot by checking the water temp with an thermometer in the water to make sure it's not getting a false reading 2nd Verify thermostat is working correctly. 3rd have your radiator flushed out to remove any possible obstructions. replace the radiator if there is still not enough flow after the flush

on my 1997 Grand Prix there is a black plastic cap on the fuel rail going to the injectors, unscrew the plastic cap and push in the little ball with a small screw driver, some air will probably come out then some fuel, that might do it

Try disconnecting the button. When my brother in law owned mine the same thing happened so he detached the button and it just opens with the key now but it opens.

you could try having the code cleared and see if it returns ,are you having problems with the cruise control ? i think your going to have to take to a repair shop that has the appropriate diagnostic equipment as this refers to the cruise control inhibit switch , it may need replacing or just need the witing checking out , a good repair shop will be able to confirm what the actual problem is ,
