I have a 2003 Grand Prix SE. Both my reverse
Back up lamps, Use a test light and check voltage and ground. Check voltage at fuse also, using the test light. As you can see, the back up lamps are wired through the neutral switch. At the back up lamp socket, the light green wire is voltage and black wire is ground, check them both.

It's under the hood, on the driver's side, under a square, black box with a lightning symbol on it. Loosen the flower-shaped screw that holds the lid of the box down, remove the lid, flip it upside down and when you look at the inside of the lid, you'll see a map of all your car's fuses. There's also a fuse diagram on the very end of the dash, but it's accessible only when you open the driver's side door. When you're driving, that end of the dash is blocked by the closed door.

Check for voltage on the purple wire at the starter when turning the key to START. If no power, check for power at the purple wire coming out of the neutral switch/clutch switch. If no power, check for power coming into switch on yellow wire. If no power, check for power on yellow wire at ign switch. If no power, check for power coming into IGN switch on red wire. If no power, you've got a blown fusible link.
Troubleshooting 2002 Tahoe blower control processor (resistor)
The orange wire is fuse protected, hot all time. Did you mean .30 volts? Unless I missed something, I don't understand 30 volts? What ever your reading is across battery posts, the reading at the orange wire should be close to the same. Battery has a full charge and connections all good? The wire at the bottom is chassis ground. The wire at the top goes to havc control module, it is for blower speed control. That may be a pwm/pulse width modulated signal?

clear the codes run engine and see what codes come back up egr valve that could just need a clean, ignition coil and module that could be just because of the egr valve, misfiring could be the spark plug or lead on number 3, check clean all spark plugs, check clean or replace the air filter and check for vacume leaks.

Automatic Transmission Shift Lock Control System
The automatic transmission shift lock control system is a safety device that prevents an inadvertent shift out of PARK when the engine is running. The driver must press the brake pedal before moving the shift lever out of PARK position. The system consists of the following components:
• The automatic transmission shift lock control solenoid
• The automatic transmission park lock solenoid
• The automatic transmission shift lock control switch
• The transmission range switch
With the ignition in the ON position, battery voltage is supplied to the automatic transmission shift lock control switch. The circuit continues through the normally-closed switch to the automatic transmission shift lock control solenoid. The transmission range switch provides a path to ground for the automatic transmission shift lock control solenoid in the PARK position. With the automatic transmission shift lock control solenoid energized the shift lever is mechanically locked in the PARK position. When the driver presses the brake pedal, the contacts in the automatic transmission shift lock control switch open, de-energizing the automatic transmission shift lock control solenoid. This allows the shift lever to move from the PARK position. When the shift lever is out of the PARK position the controlled ground contacts in the transmission range switch open. This prevents the automatic transmission shift lock solenoid from energizing when the vehicle is out of the PARK position.
