sounds like the torque converter clutch may be locked up.You need to have someone with a scanner look at the lock up data and see if the torque converter clutch is engaged.

The speedometer sensor - VSS - vehicle speed sensor is a input to the PCM - powertrain control module -engine computer . The signal from the PCM to the instrument cluster for speed info. is sent on a serial data communication network (class 2 ) I would think it would be an instrument cluster problem . Get a used one from a auto salvage yard 15 - 20 bucks an see if it fixes it . If it does ,send your's out an have it repaired .

Is it the 30A MaxiFuse marked IGN 1 or the 60A MaxiFuse marked IGN 2 from the underhood fuse block that blows, or a different fuse? Maybe the 10A IGN 0 fuse in the fuse block?

It could be a loose wire under the hood or dash. Was there any smell associated with the pop-hiss? It sounds like there was a short in the main power somewhere that literally killed your engine and then let it restart under it's own momentum. Hence the blackout and reset of the main computer.

It's called a hose assembly an it's held on the back of the compressor with a nut . Has two O ring's that seal the hose's . Use new one's an lub with pag oil .

Then click the search button , then click blue link .The 7th diagram down shows two fuel pump relays , This I have not seen before ! One is speed cont. relay an the other is just fuel pump relay ? The speed control one has a resistor in the electrical circuit . That is way your droping voltage . Fuel Pump Electrical Circuit Diagnosis (VIN K) Fuel Pump Electrical Circuit Diagnosis (VIN 1) The PCM alters fuel pump speed by energizing the fuel pump speed control relay. Under normal conditions, the fuel pump speed control relay is energized. The applied voltage to the fuel pump is controlled by a resistor assembly. When higher fuel volume is required due to increased engine load, MAP sensor value over 90 kPa the PCM de-energizes the fuel pump speed control relay circuit. The increased voltage to the in-tank fuel pump allows a higher volume of fuel to be delivered to the fuel rail. The PCM also compensates for low system voltage by energizing the fuel pump speed control relay. Have it check for codes ! When the engine warms up the engine computer goes into closed loop mode and relies primarily on the O2 sensors and the MAF sensor to calculate the correct fuel to air mixture - if one of the O2 sensors is fouled or the MAF sensor is not working properly, this can cause the problem. Given the age of the car, I would also check the idle air control (IAC) and channels, the EGR valve and the throttle body for carbon buildup.

It should thtow a code. Even if check engine light isn't on have it scanned for codes. There could be a penfing code that is the answer.

I looked at info for 3.1L vinM Buick regal. fuel pressure key on engine off, 40.5--47 psi. Can you check the vin? The fuel pressure specs I have for 3.8L engine are even higher than the 3.1L. You will get a fuel pump prime, key on engine off. You need to make sure fuel pump runs with engine cranking. My hearing is no good, I can't hear fuel pump with engine cranking. Sometimes If fuel pump brushes are bad, the fuel pump may run intermittently. Sometimes you can bang on bottom of gas tank when trying to start and the fuel pump will take off running.

If it is a stock '85 Buick Regal (which I doubt), it would be about five quarts, but if the motor came out of a truck it could be six quarts. Look up the serial number and find out what you have.
