I have a 1989 cutlass ciera 3.3L that cranks but

You need to figure out what you are missing. What is the fuel pressure at the rail when you are cranking the engine? It needs to be above 40PSI. If you have sufficient fuel pressure you need to check for spark at the plugs while cranking. If you verify you have sufficient fuel and spark then you need to look to timing and compression. These are the four things an engine need to run. Fuel, spark, compression, and timing.

Change the fuel filter and if it continues then check fuel pressure at the shrader valve on the fuel rail. It also could be a bad low side coil. Is the check engine light on when it's running? Get the codes pulled.

FUEL PUMP. Have you checked the fuel flow and pressure? If the fuel pump is over 160,000kms/100,000miles it's done. Put in a complete assembly,if your mileage is close to above numbers you need a new pump anyway and it may (90% chance) will cure your rough running engine. The other 10 % is contaminated fuel and electrical, but as you have no codes I'll say FUEL PUMP.

I have a 1989 Oldsmobile Cutlass Ciera with the

Your problem might have it's root in electronic sensors but historically a fluctuating idle is associated with fairly tangible things - intake air leaks and/or inefficient fuelling - worn or dirty carburettor, bad injector spray patterns, worn throttle shaft and suchlike... A splutter on sudden acceleration can have similar causes or be rooted in worn or wrongly gapped spark plugs or simply not enough spark power. It is true the three items you mention are associated with fuelling but I am against replacing stuff unless it is known to need replacing and before looking for electronic cures it is important to go back to basics and check the engine condition and any adjustments or replacements needed. If the injector spray patterns are bad or if the intake valve seats are imperfect or the fuel pressure regulator isn't working the exhaust gas will be giving the wrong story to the oxygen sensor which in turn will be sending the wrong signals to the management computer. The computer in it's turn tries to weaken the air/fuel ratio when it should be doing the reverse or vice-versa. In most cases it pays to do the basics first...

Make sure your new alternator is working. Just because it's new doesn't mean it works. Have it tested. Autozone will do it for free.

Need to adjust the valves

I believe you can't. I could look at them and tell you, but you are not where I am. These are preset. You have to replace the rocker arms, push rods or lifters to fix. Is this car really worth it?

I have a no starting problem I replaced the wires,plugs,coils,maf,ignition module,fuel filter,injectors,crank sensor,fuel pump relay,altenator,battery,oil pressure switch,Ecm

Are you getting power to the ignition module? It could be your ignition switch. I once had a 1993 Buick that would die intermittently with no rhyme or reason. Turned out to be the ignition switch. And my daughter has a 1995 Camaro that when you would start it...sometimes it would be a 2 cylinder, sometimes a 4 cylinder, and other times a 6. Still not sure how that one worked, but it was the ignition switch that is located on top of the steering column down by the firewall.

Location of fuse for radiator fan

This should be under the hood in the distribution center - not inside the vehicle. Even if you don't know which one it is, turn the car off, and then pull out one fuse at a time until you find the burnt one.

If you are sure that the battery and all connections are good solid no corrion and 12 =+V . Take a look at what is called the main junction box. The battery feed connects to it and in turn feeds the computer on one side and and every other function in the vehicle on the other side .A bad connection here affects everything . My best guess is you have a bad connection or ground but its on a large circuit its main voltage

Why does the starter selenoid wires burn when I try to start the engine?

Before you do anything make sure your battery cables are clean and tight. Loose cables can do this as well. If that's not the problem sounds like your starter is drawing too much power and is on it's way out. Could cause a fire Better get it fixed.
