Presuming that your battery is charged and the cables are clean and well connected (first things to check), you may have a blown fusible link. The fusible links look like regular wires except they are usually slightly larger in diameter and red, but not always, especially if they've been replaced before. The fusible links are connected to the hot post of the starter solenoid where the positive battery cable is also connected. The fusible links can be tested with a common 12 volt test light.

yes it can be the security system, find the two all white wires at the bottom of the steering column and cut them and solder the correct ohm resistor in between you will need an ohm meter to measure the resistance of the chip on the ignition key then install that omh resistor to the wires.
Why does the security light stay on?
The security light is illuminated because the Vats antitheft system in your vehicle is begining to fail. You will notice it turn on then off while driving, but when its on and you try to start the car it will not start. It disables the starter. This will only get worse. As far as fixing this,it can be really expensive. Due to the age of the vehicle, id suggest Bypassing it. Everything you need to know and some DO IT YOURSELF solutions on this site.

clean your battery terminals very good!!!!! also make sure your battery has proper voltage...should be over 12 by a bit... maybe starter is frozen too hit the starter with a pipe or something similar as someone holds the key in start position.. if the car sat for a long time this is very common..
