Why wont car start with jump?
This may be related to the antitheft system The system is known for turning off the starter and/or injectors when it fails. Is there a light on the dash that says SECURITY or a picture of a car with a lock through it? This is a common problem worth looking into. http://www.diy-gm-security.com/

How do I move the tension pulley to loosen the water pump belt?
loosen of the big nut that holds the pulley on the shaft behind the pulley there will be a long bolt that you screw up or down and it moves the pulley shaft
If it is a ford product it may have a hex key in the center of the pulley shaft in which case you tiun that and the pulley will run up or down a toothed track
remember to tighten the nut after tensioning the belt

I would drain your power steering pump, even if I had to take it off and dump the fluid! Yes, you do need to use power steering fluid, but what will get you in the most trouble is if you mix your fluids because then they work against each other.
While some people will use transmission fluid in a power steering pump in an emergency, I always recommend they drain it out and use the proper fluid in the proper place.

Check a bad battery connection
not sure what you mean...are the cables clean? are they tight? try to wiggle them back and forth to see if they move....if they do they need to be tightened....but best way to do anything with a battery is to get it by Autozone or Advanced Auto who will check it for free for you, and they'll probably clean your terminals for you too and let you know if the connections are bad.

Rewiring altenator, starter, and ignition,
Just 2 wires go out of the alternator: the power wire and the sensor. The power wire goes directly to the battery, the sensor wire to the indicator bulb in the dash.
There is just 1 wire on the starter - it goes to the starter solenoid; on the solenoid you will see 4 wires: 2 big ones (going to the battery and the starter) and 2 small ones: one labeled S , that goes to the ignition switch, and one labeled I that goes to the ignition, to power it during start.
The only wire that you need from the ignition is the power one, going to the ignition key switch, on the motor connector (the second one).
All the other power wires, for lights and instrument panel indicators, must be connected thru the instrument contact (the first one) in the ignition key switch. If some of them use a relay then the power connector of the relay must also be done thru the ignition key switch. If multiple elements have been added and the capacity of the switch has been exceeded you will have to replace the ignition key switch (it has been damaged by the current) then add a relay between the switch and the rest of the wiring - it will have to be wired like that: the wire coming from the switch will be cut; power in connector on the relay to the battery; power out connector to the cut wire leaving the switch; command connector to the wire coming from the switch; ground connector to ground.

Recemended replacement battery for83 riv
The optimal battery would be a Optima Yellowtop battery if your 83 Riviera is a turbo engine. If it isn't and is naturally aspirated, purchasing a Valuecraft or Duralast battery would be the cheaper and most cost effective alternatives.
I hope this helped!

Where is the blower motor
Hello jameskoehler; my name is Roger and I will help you. You can locate the resistor by looking at the firewall. Locate the evaporator case halves. The right half should have the resistor located in it.the wire harness going to the resistor should have 4 or 5 wires in it. The resistor will be held in by two 5/16 screws and located on top of the evaporator case. Should you need further help please just ask. Please rate the answer you received. Thank You for using Fix Ya. Roger
