If you can charge the battery with an external charger (for about 4 hours), then start the car, the problem is probably the alternator. Using a voltmenter, measure the voltage of the battery when the engine is not running. It should be about 12 volts. Start the engine and measure the voltage again. Now it should be at least 2 volts higher than the first measurement.

Manufacturers recommend that belts are replaced on mileage or age (about 60,000miles or 5 years). For the cost of the belt it's worth it, if a timing belt fails it generally means major engine work and on a 1999 vehicle it may write it off!

It could be that the fuel pressure is too high. This COULD cause the injectors to not fire when they are triggered. Once you bleed the pressure and the car is running, there is enough flow to keep the pressure at a manageable level. I would get a fuel pressure gauge and check the pressure at the rail. You may find a new fuel pressure regulator will fix your issue.

youll need to scan for transmission codes. the trac off light is a default of the trans going into a default safety mode. Bad speed sensors and simple little bolt on items like that can cause the condition but only way to really nail it is with a computer.
Alero fuse 46 keeps blowing
I have seen this before were the 46 fuse keeps blowing and it is usually after somone has had the radio and heater control out. There should be 2 wire harnesses that plug into the back of the heater control but the 1 will fit the extra plug on the back of the radio and the customer had the heater harness pluged into the radio. Radio worked fine but the rear defogger and a few other heater controls did not and it would blow the 46 fuse as soon as the key is turned on,.
