If the security system is armed, which it can be whenever the battery power is unhooked then hooked up again as the system thinks a theft attempt has been made, try this: Hook up the battery then lock and unlock the driver door using the original key. This will let the system know that you - the owner - have the key and are not trying to steal it. Not a guaranteed fix but works about 90% of the time.

While tuning for the best fuel mileage a vehicle is capable of is a protracted and time intensive process of returning everything from the ground-up as far as possible to how the manufacturer would like it to be, the consumption of your car is so great it should be patently obvious where the fuel is going...

Assuming it isn't being leaked away which should be obvious and should be the first check made - getting underneath while the engine is running and checking with a good light, a good spark proof light...
If it isn't being leaked away the fuel must be being consumed by the engine and in this case the engine wouldn't sound right, wouldn't smell right and wouldn't run right, in fact, using several times more fuel than it should, it should be difficult to start, misfiring due to sooted or wet spark plug(s) and producing black exhaust smoke and/or flammable vapour.

Depending where that fuel is going, your car could be potentially dangerous to be around it and you need the urgent assistance of an expert. It could have an injector stuck open, for instance...

Is your car battery working fine? Are you able to start the car? Check for any blown fuse. Power windows may also stop working temporarily if the car is submerged in water. Was you car submerged in water? Let the system dry, it should start working normally if fuse is not blown.

It could be the fuse, the relay or the fan motor. Start by checking the fuse and if it's good swap the relay with one with the same number if the fan doesn't run unplug it and use a test light to check for current if the test light lights the fan motor is bad. I hope this helps. Take care.
