do you mean fuel pump? they don't make a fuel filter fuse. but it is located under the hood in the fuse and relay box

if the fastener on your hubcap is plastic, what i do when a customer looses a key or is not useable is, ask them if i can modify the fastener. if he agrees, i heat the tip of a large screwdiver very hot, center the driver in the fastener and melt a hole through. then immediately pull the driver out without turning. it makes a nice screwdiver shaped hole and it works very well. no more plastic tools or fasteners to worry about bending or braking.

if the fastener is metal, spray it down with penetrating oil, wd-40 or a similar penetrant, and use curved jaw vise grips to turn it.
