Its in the fuse box located in the interior of your car

FUSE in the odometer window means the IOD (Ignition-Off Draw) fuse in the Power Distribution Center under the hood is blown, removed, or has a failure in the wiring. This fuse is removed during long-term storage on the dealer lot before the car is originally sold to keep the battery from being drained by dome lights left on, radio memory, etc. It has a yellow holder around it for quick identification. EVERY Neon built has one of these fuses; and every Chrysler product has one dating back to probably the original LH cars in '93.

pull your neg . cable off battery then turn your key to on position ...leave on for 15 to 30 seconds .then turn to off position ..reconnect neg cable

Looks like the timing belt broke. It also drives the water pump which I'm sure is what took out the timing belt. That has a interference engine so you may need a valve job if it slammed the valves. 50 50 chance its all done unfortunately....

you might need a new idle air control module, dont adjust your idle

try thefuse bord under the hood the relays and fuses are printed on the fuse box covers

you need transmission fluid and your axle is broken

chech the heat sheild rivets they may of come loose

Make sure it's properly in gear. If it still doesn't work take it to a mechanic. You can't do much more than that. Sorry

If the fluid in the trans is up to the proper level the trans has failed, have a trouble code test run to determine what has gone wrong, it could be a solenoid in the trans pan or a failed forward clutch.

It can either be low on fluid, the clutches burned up, pump or torque convertor failure, clogged up filter, or broken turbine input shaft. Pretty much needs to go to a reputable repair facility!

take it in and have them get the code/codes. probably a cheap sensor. could be cam shaft sensor or crank sensor i'm guessing

I would say it's senseless to drive your car in this condition; you should replace it as soon as possible. If you're replacing it with new one it'll cost you lots of money. So lookout for a used door mirror and replace yours, it will cost you less dollars and less efforts too. Few months ago I replaced my taillights with used ones and they are working fine so far. Neons have a real problem with loose wiring under the dash - I have an 1995 and I tap on the curved cover over the speedometer. This is far from a cure but it will keep you going until you can find a replacement cluster and that is all I have heard really fixes the problem.
