Brakes keeping car from moving
Your rear brakes probably had something brake loose and it's binding up
inside...take your wheel off remove the drum and look inside . It's a
fairly easy fix to replace the brakes. I'm 99% certain that;s all it
is. Same thing happened to my daughters car.

Check to see if it is drum or disc first. Depending on which one it is, it could be a simple adjuster problem for drum brakes or if it is disc breaks you may have a bad caliper. The only way to find out is to take it apart and look at what the car has for brakes.
Car wont move
when car is not started brake is not operative cause needs boosters help and the booster operates with vacuum, produces by the engine. first you need to know what tire(s) are locking, if rear tires are drum type, check if springs are in possition, did you bleed or replace brakes lately? also front brakes, from master cylinder to certaine point is pipe and from there to the caliper is rubber hose, and due to time and use, this hose gets damage inside, and wont let the brake fluid release its pressure after been aplied to stop the car, and front brakes will be applied due to this phenomenon

You just proved that the cam belt has skipped time. That is the procendure to check. Remove the covers and line up the marks and you'll see your problem. while you have the belt off put on a new one as it should'nt skip unless it's worn out.
How to replace tensioner pulley
I have to replace my pulley as well; all of the information I've found on the net say's you need to remove the whole engine mount plate assembly from the left side of the engine and that you can't replace just the pulley.
Well they're all full of ****; rockauto.com sells a replacement pulley, you'll find it in there online catalog. In order to replace the pulley, you will need to remove the power steering pump and support bracket, with the power steering pump removed, the tensioner arm will move to it's rest position with the pulley mounting bolt hidden behind the support bracket, you can push down on the tensioner arm against the spring pressure to expose the allen headed mounting bolt and get an allen wrench on it.
Rockauto offers three different pulleys from about 15 to 25 dollars.... not a terribly easy job, but very doable and about $300.00 cheaper (part only) than replacing the tensioner arm asm.
